A: There doesn’t appear to be any prohibition against it
Q: What level mining skill gives acceptable level of risk for miner losses?
A: I have experienced no losses at level 1, but I’m sure that’s just lucky.
I lost 27 miners in winter at level 4, and 9 at level 3. The latter in fine weather.
Don’t mine in winter unless your mining is around 9 or 10.
